Movistar Venezuela announced the activation of Starlink Mobile in the state of La Guaira to reestablish communications by SMS when terrestrial networks do not respond, after the earthquakes of June 24, 2026. The service is free for Movistar customers, is already operational and does not require additional configurations on compatible LTE phones, according to the official statement published in X.

What Movistar announced

In its note titled "We implemented the Starlink Mobile satellite service to connect to the state of La Guaira", the operator explains that it completed the technical maneuvers together with Starlink "taking advantage of its advanced satellite-mobile constellation" to offer SMS communication in one of the areas hardest hit by the emergency.

After the earthquakes that occurred on June 24, which seriously affected the telecommunications infrastructure, we completed the maneuvers, together with Starlink, taking advantage of its advanced satellite-mobile constellation, to quickly provide SMS communication to customers in La Guaira.

How Starlink Mobile (Direct-to-Device) works

Unlike Starlink residential —which requires an antenna and router—, Starlink Mobile uses Direct-to-Device technology: the phone itself links to the constellation when the land mobile network goes down. Movistar specifies that:

  • Works on LTE phones compatible with the technology.
  • Allows you to send and receive text messages (SMS) via satellite.
  • It does not require to install apps or change settings on the device.
  • Performs best with clear view of the sky (open roof, window, exterior).
  • It complements—not replaces—the fixed network damaged by earthquakes.

Venezuelan media such as La Patilla and Últimas Noticias reproduce the statement and point out that the measure responds to the partial collapse of the telecommunications infrastructure in La Guaira, where more than one hundred buildings collapsed and Access remains restricted.

Conatel pilot and coverage

Unofficially, La Patilla reports that the National Telecommunications Commission (Conatel) would have authorized a three-month pilot program for Movistar to test Direct-to-Device with Starlink in La Guaira. MARGENEZ has not verified this information with an official Conatel document; We quote it as context from the local press.

For now, the announced coverage is concentrated in the La Guaira state. Movistar emphasizes that the initiative "is already operational" and is part of its #NosMueveLaSolidaridad campaign at a time when locating relatives and coordinating help depends on any available communication link.

Relationship with free Starlink per terminal

Movistar's announcement comes days after Starlink offered free satellite internet until July 25 in affected areas of Venezuela through conventional terminals (see our guide). Starlink Mobile addresses a different problem: the user without an antenna or electricity who still has an LTE mobile can try to send an SMS via satellite without installing additional equipment.

In summary

What did Movistar do? It activated Starlink Mobile for free in La Guaira for SMS via satellite. For whom? Movistar customers with compatible LTE phones. How? Direct-to-Device, without extra configuration and with clear skies. More context? Special coverage of the earthquake.
