Who is Annalie Lilliam Rueda Cardero and why is she under sanctions

OFAC identifies Annalie Lilliam Rueda Cardero (DOB January 28, 1985, Havana; CI 85012804859) as a person «Linked To: CASTRO ESPIN, Alejandro» under the CUBA-EO14404 program, according to the Treasury SDN file. The State Department describes her as wife of Alejandro Castro Espín, appointed in early June along with Raúl Castro, Miguel Díaz-Canel and other figures in the Cuban security apparatus.

Alejandro Castro Espín —alias “El Tuerto”— was head of the Cuban intelligence services and is one of the regime's main security advisors; He is the son of Raúl Castro. Its previous inclusion in the SDN opened the door to sanctioning adult family members in accordance with executive order 14404 of May 1, 2026, titled "Imposing Sanctions on Those Responsible for Repression in Cuba...".

Family in Florida: Hialeah, companies and Díaz-Balart's request

Weeks before the designation, Martí Noticias published that Ana Adis Cardero Pacheco, mother of Annalie and mother-in-law of Alejandro Castro Espín, resides permanently in Hialeah and travels frequently to Cuba. According to the report collected by La Tijera News, her daughter Meurys Yisell Rueda Cardero —sister of Annalie and sister-in-law of Castro Espín— also lives in Florida and is listed as president of a company registered in that state.

After these links became known, the Cuban-American congressman Mario Díaz-Balart asked the secretaries Marco Rubio and Kristi Noem to review the immigration status of both women. The investigation also indicates public participation of members of this family in campaigns supporting the Cuban regime and the late Hugo Chávez.
